Can a person above 18 but under 21 years old take a legal loan in Singapore?

All the banks in Singapore only provide loan services to those who are above the age of 21..

I am thinking to apply for study loan..... but only 20 now. Pls advice..thanks!

I'm afraid not. Most financial institutions need you to be above 21 to loan legally. Some even need a guarantor if you're above 21 and below 24. Maybe you can get someone older to help you. Don't think of going to loansharks now...
